China-Credit shortage for 20 million small farmers.
CHINA-NO CREDIT FOR FARMERS.
The government of China proposed credit for farmers if they returned from the cities to the rural areas and took up farming.
20 million farmers made the exodus in desperation as factories closed, only to find that they cannot get the promised farm loans without collateral.
While there is no problems getting credit for a television or a new fridge for the home, the would be farmers cannot get cash to buy seed or livestock for the farms.
The head of the counties largest farming enterprise, is proposing a voucher scheme where small farmers can get an advance from large farmers with a government guarantee.
