“Don’t upset the Bill with frivolous amendments” says President of the Country Land and Business Association (CLA) David Fursdon, commenting on the Second Reading of the Animal Welfare Bill today (10 Jan) in the House of Commons. “The Animal Welfare Bill is the most important piece of animal welfare legislation in decades and has been produced after considerable consultation by both civil servants and politicians.
The Bill has two purposes. It consolidates and codifies existing animal welfare laws which mainly concern farmed animals; and it applies the principles behind those laws to other animals for which people are responsible.

In essence, the Bill achieves its aims by the use of a three-part structure. Firstly, it creates a series of cruelty offences and secondly, it imposes a basic duty to promote the welfare of animals. With both of these there is considerable scope to introduce secondary legislation relevant to particular sectors or activities. Finally, the Bill introduces a number of enforcement provisions.
We believe it provides a basic structure for implementation of appropriate welfare standards that works and works well.
It is important that various groups concerns with specific sectors or activities should be addressed through the appropriate secondary legislation, not the Bill.”
