Council has 'stopped the clock' for a developer who wants to create six 40ha lots, each with its own concessional 4ha lot normally reserved for a relative to live on a farm.
Although the developer has already created one concessional block for a relative, he told council recently he wanted to create five others for his mother and other relatives as he cut up blocks of land in the middle of the Rylstone farming community, creating what locals say is a housing estate or a rural residential village.
Council staff advised a refusal of the development last Wednesday night, but Cr Max Walker made an amendment to let the developer withdraw his application so he could get his money back and seek legal advice to resubmit a plan.
