New appointments to English Nature

An expert on landscape and rural business issues and a distinguished marine biologist have been appointed to the Council of English Nature, the Government's nature conservation and wildlife protection adviser.

The appointments of Dr Roger Clarke, currently Chief Executive of the Youth Hostel Association, and Ms Sarah Fowler, an environmental consultant, were confirmed by the Minister for Nature Conservation and Fisheries, Ben Bradshaw, and will take effect from 1 April 2004. The appointments will be for a term of 3 years.

Two other serving Council members whose appointments were due to end on 31 March 2004, Professor Malcolm Hart and Dr Anne Powell OBE, have been re-appointed to the Council for a further term of 3 years.

Biographical Details

Dr Roger Clarke, 55, of Matlock, Derbyshire, has been Chief Executive and a member of the Board of the Youth Hostels Association since 2000. From 1984 to 1999 he was Policy Director in the Countryside Agency (formerly the Countryside Commission), with responsibility for landscape designations policy (National Parks and AONBs) and the setting up of the first agri-enviornment schemes, and prior to that was Assistant Director of the Scottish Council for Voluntary Organisations. He is married with two sons and his interests include walking, mountaineering, marathon running and cycling.


Ms Sarah Fowler, 45, of Newbury, Berkshire, has been a Director of Naturebureau International, an environmental consultancy firm, since 1989. Since 2000 she has been a Director and Trustee of the Shark Trust, having previously been its founding Executive Director and Secretary. She is also a Member of the Marine Stewardship Council's Stakeholder Council and has been Deputy, Acting Chair or Co-Chair of IUCN Species Survival Commission's Shark Specialist Group since 1991. Between 1981 and 1989 she acted as Deputy Head of the Marine Science Branch of the Nature Conservancy Council. She is married with two children.

Professor Malcolm Hart, 59, of Derriford, Plymouth, has been involved in geological research for nearly 40 years and is a professional chartered geologist. A Fellow of the Geological Society, and an active member of other learned societies, he has since 1981 held a series of senior management positions at the University of Plymouth and is currently Pro Vice-Chancellor (Research Development) responsible for supporting research and training across a whole range of subjects.

Dr Anne Powell, 64, of Grange over Sands, Cumbria, is founder, Chairman and Trustee of the Ponds Conservation Trust and a member of its management committee. She is also a co-founder and adviser to Pond Action that undertakes scientific research into innovative conservation techniques. A Trustee of the Cumbria Wildlife Trust and Thames Salmon Trust, she was awarded an OBE in the New Year 2001 honours for services to conservation and freshwater fisheries.
